ISSUE 223601: MY NAVY CAREER CENTER (MNCC) STAFF HAVE IDENTIFIED OVER 29,000 RECORD OF EMERGENCY DATA (RED) AND/OR DEPENDENCY APPLICATION (DA) TRANSACTIONS IN THE NAVY STANDARD INTEGRATED PERSONNEL SYSTEM (NSIPS)RED DA SECTION. MANY OF THESE TRANSACTIONS HAVE BEEN STUCK IN RED DA FOR OVER 60 DAYS WHICH WILL BE AUTOMATICALLY DELETED AFTER 77 DAYS. THE 5 DIFFERENT RED DA STATUSES ARE: a. MEMBER SAVED/NOT SUBMITTED: THIS OCCURS WHEN A MEMBER HAS GONE INTO THE SYSTEM AND ATTEMPTED TO UPDATE THEIR INFORMATION IN RED DA. THE MEMBER MAY ACTUALLY THINK THEY HAVE SUBMITTED A CHANGE HOWEVER THIS IS NOT THE CASE. b. RECYCLED TO MEMBER: THIS OCCURS WHEN A TRANSACTION SERVICE CENTER (TSC) OR COMMAND PAY AND PERSONNEL ADMINISTRATOR (CPPA) FINDS A RED DA TRANSACTION IS IN ERROR OR IS MISSING KEY SUPPORTING DOCUMENTS (KSD). EXAMPLES OF THESE KSD’S ARE MARRIAGE CERTIFICATE, BIRTH CERTIFICATE, AND DIVORCE DECREE. MEMBERS WILL RECEIVE AN EMAIL SENT TO THE ADDRESS LISTED IN THEIR ELECTRONIC SERVICE RECORD (ESR) WHEN A TRANSACTION IS RECYCLED TO THEM, HOWEVER MANY SAILORS HAVE EITHER NOT UPDATED THEIR EMAIL ADDRESS IN THEIR ESR OR HAVE ENTERED AN INCORRECT ADDRESS. c. NOT YET ROUTED: THESE TRANSACTIONS ARE SITTING AT A TSC OR NAVY OPERATIONAL SUPPORT CENTER (NOSC) WAITING TO BE ROUTED TO A TSC/NOSC CLERK OR SUPERVISOR FOR REVIEW AND PROCESSING. d. IN ORDER TO “GET BETTER” AND PER MPM 1070-270 DEPENDENCY APPLICATION AND MPM 1070-271 RECORD OF EMERGENCY DATA, IT IS VITAL FOR COMMANDS TO RUN THE “WORKFLOW STATUS” REPORT IN THE RED DA SECTION OF NSIPS ON A REGULAR BASIS IN ORDER TO IDENTIFY POSSIBLE ISSUES WITH THEIR SAILORS SUBMITTING RED DA TRANSACTIONS. ADDITIONALLY SAILORS SHOULD VERIFY THEIR RED (DD-93) AND DA (NAVPERS 1070_602) AS OUTLINED IN MPMs. ONLY WHEN RED DA TRANSACTIONS HAVE BEEN SUCCESSFULLY PROCESSED WILL THE RED DA DOCUMENTS APPEAR IN THE MEMBERS OMPF. 3.
